I've always been a Deming Devotee and after all this ruckus about the Public Servants Association (PSA) and now the formation of an alternative The Association for Public Servants (TAPS) it seemed appropriate to be reminded of how Deming outlined for improving the workplace and value to all stake-holders.
"The 14 points all have one aim: to make it possible for people to work with joy."
Should Government or even the PSA take up as their mantra the "14 Points" then we are a long way away from becoming another Banana Republic, or Solomon Islands. Starting with the first SIX points would be a great idea.
1. Create constancy of purpose for the improvement of product and service. With the aim to become competitive, stay in business, and provided jobs.
2. Adopt the new philosophy of cooperation (win-win) in which everybody wins. Put it into practice and teach it to employees, customers. and suppliers.
3. Cease dependence on mass inspection to achieve quality. Improve the process and build quality into the product in the first place.
4. End the practice of awarding business on the basis of price tag alone. Instead, minimize total cost in the long run. Move toward a single supplier for any one item, on a long-term relationship of loyalty and trust.
5. Improve constantly and forever the system of production, service, planning, or any activity. This will improve quality and productivity and thus constantly decrease costs.
6. Institute training for skills.

What it shows is something lacking at the moment in discussions. Great leadership is required, reinvigorating, reinventing the "system" is required, and willing workers are all needed to get Tonga "out of the hole." You can't solve the problem by blaming one over the other, let's just all agree we're foobared and we need to work together.
