As a consequence of the strike action, the government is inserting a new clause into the employment contracts for civil servants that bans their active involvement in strike action against the government.
The government of Tonga is slow, but this is as bad as any knee-jerk reaction that I can see, unless there are some issues i don't understand.
Consider that civil (non-violent) disobedience as a form of industrial action should be enshrined somewhere as a right of individuals unless they are seriously compensated to forego their civil rights. This contractual arrangements by government is tyrannical/draconian when considered against the small sum (honey) they give you in exchange for signing. There has to be some International Human Rights thingo that is in contradiction with this new regime.
I mean seriously, this kind of contract hurts the most disaffected in society (the lowest paid scum) while its a mind field for your best talent (you can't take strike, so just leave for better pasteurs.)
